Ex- Controller General of Patents gives guidance in Contact Class of PGDIPR at GTU
Ahmedabad: IPR is must and most important tool each industry should have in today’s time, to promote Make in India, as well for sustainability and growth in today’s competitive market. This was stated by S. Chandrasekaran, former Controller General of Patents, who gave guidance in Contact Class of Post Graduate Diploma in IPR (PGDIPR) at Gujarat Technological University (GTU).
Two days contact class for Post Graduate Diploma in IPR (PGDIPR) of S. Chandrasekaran, Former Controller General of Patents, Designs, Trade Marks (CGPDTM) & Geographical Indication. Patent Office, Government of India & Former Member (Technical) Judge, Intellectual Property Appellate Board (IPAB), Chennai was organised. He quoted Shlokas and shared thoughts on IPR. He said that presentation in document is the most important in IPR.
GTU Vice Chancellor, Prof. (Dr.) Navin Sheth welcomed the eminent expert Shri S. Chandrasekaran for delivering session at PGDIPR course, and said that GTU will ensure to invite similar kind of very potential and highly intellectual experts in the university during this course. A total of 40 enrolled candidates to the course has taken part in to this session, a topics on varied Intellectual Property Right/Patent. GTU is planning to start intensive training as a part of Start-up training. Mr. S. Chandrasekaran has taught the subject matters to students based on interesting case study methodology. He has imparted training and knowledge based on his wide and long subject area experience of nearly 43 years of experience at various positions of work at patent office, including of Controller General of Patents, Designs, Trade Marks (CGPDTM) & Geographical Indication. સ્ટાર્ટ અપ તાલીમની સાથોસાથ પેટન્ટની
પણ સઘન તાલીમ આપવાનો જીટીયુનો વ્યૂહ
પેટન્ટ સર્ચ અને અરજી દાખલ કરવાની ટ્રેનિંગ આપવા દેશ-વિદેશના નિષ્ણાતો બોલાવાશે
અમદાવાદઃ ગુજરાત ટેકનોલોજીકલ યુનિવર્સિટી (જીટીયુ) તરફથી આપવામાં આવી રહેલી સ્ટાર્ટ અપની તાલીમ દરમિયાન એક મહત્ત્વની બાબત ધ્યાનમાં આવી કે વિદ્યાર્થીઓને તેઓના ઈનોવેટીવ આઈડિયા ખરેખર અનોખા છે કે તેમાં અગાઉ કોઈ કામ થઈ ચૂક્યું છે કે કેમ. આ મુદ્દાને અનુલક્ષીને જીટીયુએ હવે સ્ટાર્ટ અપની સાથોસાથ પેટન્ટ અને કોપીરાઈટ સહિત બૌદ્ધિક સંપદા અધિકાર એટલે કે આઈપીઆરની સઘન તાલીમને પણ તેમાં આવરી લેવાનું નક્કી કર્યું છે.
જીટીયુના વાઈસ ચાન્સેલર પ્રો. (ડૉ) નવીન શેઠે આ માહિતી આપતા જણાવ્યું હતું કે આ તાલીમ માટે દેશ-વિદેશના આઈપીઆર નિષ્ણાતોની મદદ લેવામાં આવશે. કેન્દ્ર સરકારે ગત વર્ષે આઈપીઆરની નવી નીતિને મંજૂરી આપી તેમાં જે વિદ્યાર્થીઓ સ્ટાર્ટ અપ શરૂ કરવા માગતા હોય તેઓ માટે ઘણી રાહતો જાહેર કરવામાં આવી છે. મહત્ત્વની બાબત એ છે કે સરકારની નવી નીતિમાં આઈપી ક્લિનિક રચવાનો ઉલ્લેખ કરવામાં આવ્યો છે, ત્યારે જીટીયુમાં પેટન્ટ ક્લિનિક વર્ષ ૨૦૧૩થી કાર્યરત છે. જીટીયુના પેટન્ટ ક્લિનિકમાં પેટન્ટને લગતા તમામ પાસાંઓની સઘન તાલીમ આપવામાં આવે છે. તે ઉપરાંત જીટીયુ તરફથી પોસ્ટ ગ્રેજ્યુએટ ડિપ્લોમા ઈન આઈપીઆરનો કોર્સ પણ ચલાવવામાં આવે છે.
તાજેતરમાં તે કોર્સ અંતર્ગત યોજાયેલા કોન્ટેક્ટ ક્લાસમાં પેટન્ટના ભૂતપૂર્વ કંટ્રોલર જનરલ એસ. ચંદ્રશેખરનને આમંત્રણ આપવામાં આવ્યું હતું. તેમણે જણાવ્યું હતું કે વૈશ્વિકીકરણ અને સતત વધતી જતી હરિફાઈના જમાનામાં આગામી થોડા વર્ષોમાં પેટન્ટ અને આઈપીઆર નિષ્ણાતોની માંગમાં ઘણો વધારો થશે. તે ઉપરાંત મેઈક ઈન ઈન્ડિયા જેવા કાર્યક્રમોમાં આઈપીઆર આવશ્યક બનશે. ઉદ્યોગોએ અવિરત પ્રગતિ કરવી હશે તો પેટન્ટ અને આઈપીઆર મુદ્દે વિચાર કર્યા સિવાય છુટકો જ નહિ રહે. પેટન્ટ અરજી દાખલ કરવા તેના દસ્તાવેજોમાં કેવું પ્રેઝન્ટેશન આપવામાં આવે છે તે સૌથી મહત્ત્વપૂર્ણ છે.
આઈપીઆર નીતિમાં સ્ટાર્ટ અપને રાહતો
કેન્દ્ર સરકારની આઈપીઆર નીતિમાં સ્ટાર્ટ અપને પ્રોફેશનલ ફી ન ચૂકવવી પડે એવી જોગવાઈ . તેઓને સચોટ માર્ગદર્શન મળી રહે તેના માટે આઈ પી ફેસીલિટેટરની વ્યવસ્થા અમલમાં રહેશે. પેટન્ટ ફાઈલ કરવામાં ચૂકવવી પડતી સરકારની ફીમાં સ્ટાર્ટ અપને ૮૦ ટકા રિબેટ આપવાની જાહેરાત નવી નીતિમાં કરવામાં આવી છે. સ્ટાર્ટ અપ શરૂ કરવા ઈચ્છતા ઉદ્યોગ સાહસિકોને મૂંઝવણમાં માર્ગદર્શન પૂરૂં પાડવા પેટન્ટ એજન્ટ અને એટર્નીની યાદી વેબસાઈટ પર મૂકવામાં આવી છે. સામાન્ય રીતે કોઈપણ પેટન્ટની પ્રોસેસ શરૂ કરીએ તો એક્ઝામમાં બે-ત્રણ વર્ષ લાગે એટલો બેકલોગ હોય છે, પણ કેન્દ્ર સરકારે સ્ટાર્ટ અપ માટે રાહત આપીને તે એક્સપેડિટેટ એક્ઝામ છ મહિનામાં થઈ જાય એવી વ્યવસ્થા કરવાની જાહેરાત આઈપીઆર નીતિમાં કરી છે.
